PUCHACZ: Platform for obtaining characteristics of adversaries and cyber threats

In December 2025, an agreement was signed for the implementation of the largest project submitted in the second FENG 2.4 call for network institutions: PUCHACZ – Platform for Obtaining Characteristics of Adversaries and Cyber Threats. The project, coordinated by PCSS, focuses on various aspects of combating cyber threats and developing technologies in the areas of cybersecurity and artificial intelligence — particularly the application of AI approaches in cybersecurity, as well as improving the security and resilience of AI systems themselves.

The project’s final outcome will be a combined hardware–software platform in the form of three research laboratories, geographically distributed across 11 locations throughout the country:

  • Laboratory 1: Efficient collection of information on active threats;

  • Laboratory 2: Building knowledge about adversaries (CTI);

  • Laboratory 3: Artificial intelligence in cybersecurity applications.

These laboratories will be interconnected through PIONIER broadband networks and metropolitan area networks, including the so-called “last mile.” They will incorporate advanced security systems and computing resources dedicated to AI processing and the analytics of large data volumes.

This infrastructure will play a key role in supporting Polish research and development efforts in the field of cybersecurity. It will also serve production environments in key sectors of science, industry, and national security.

Starting in 2028, PUCHACZ will also offer its services on a commercial basis, supporting all sectors of the economy that require innovative solutions to enhance security, reliability, and the use of advanced technologies in building next-generation services.

Total project budget: PLN 287,062,262.29.
