The role of dual-use technologies in defense as the topic of a debate during the INSECON Congress

On April 15–16, 2026, another edition of the International Congress on Cybersecurity and Breakthrough Technologies INSECON took place, one of the most important gatherings of IT experts in Central and Eastern Europe. The event, organized by the Ministry of National Defence, focused on raising awareness of threats in cyberspace and showcasing innovative solutions that enhance security at both national and international levels.

During this year’s edition, PCSS was represented by its Director, Robert Pękal, who participated in a panel discussion titled “The Use of Dual-Use Technologies in Defense – Opportunities and Regulatory Risks.” The debate, moderated by Milena Rygiel-Soćko from the Women Go Cyber organization, brought together a group of experts, including Commander Dorota Humecka-Lichosik, head of the “B” Cyberspace Operations Unit in Gdynia, and Marcin Gałuszkiewicz from the Polish Space Agency. The discussion paid particular attention to the challenges related to implementing dual-use technologies—applicable in both civilian and military sectors—and the legal frameworks surrounding them.

Participation in the INSECON Congress enabled the exchange of experiences across a dozen thematic sessions and interactive zones presenting the latest solutions in critical infrastructure protection. It was emphasized that, in the face of a rapidly evolving threat landscape, civil-military cooperation and the integration of advanced ICT tools are of key importance. The event also provided a space for establishing technological partnerships during two days of networking, fostering the development of new approaches to effective incident response in cyberspace.
